Every structure on Galveston Island sits inside a TDI-designated catastrophe area. That makes windstorm certification part of ordinary homeownership here — for the original build, every re-roof, and most exterior remodels.

When a Galveston project needs a WPI-8

• Re-roofs. The most common certifiable project on the island. The engineer inspects the dry-in and fastener stages while the roof is open, then files the WPI-8.
• Additions and detached structures. Garages, covered patios, and guest structures in designated areas follow the same standards.
• Window and door replacements. Opening protection is a core windstorm standard — impact-rated products and their attachment are inspected.
• New construction. The full sequence: WPI-1 appointment, staged WPI-2 inspections, final WPI-8.

The common thread: the engineer must be appointed before or during construction. Work already buried under shingles or siding cannot be inspected as ongoing.

What if the work is already done?

Completed projects go through the WPI-8E process — a retroactive compliance evaluation that a TDI-appointed engineer performs and files with TDI. It is more expensive than a WPI-8 (completed-construction certification carries a surcharge) and depends on being able to verify what was installed. Storm repairs are the most common reason Galveston homeowners need this path: work gets done fast after a hurricane, and the paperwork catches up later.

• Storm history matters. Insurers scrutinize Galveston roof documentation more than almost anywhere in Texas. Certificates for prior re-roofs should be kept with your deed and insurance policy.
