Why the certificate comes up at closing
Homes in Tier 1 coastal counties and the designated portion of Harris County east of SH 146 generally cannot carry TWIA or private windstorm insurance without proof that the structure meets TDI's windstorm building standards. That proof is the WPI-8 certificate. No windstorm insurance means no mortgage — which is why title companies and lenders ask for it, and why its absence can stall or kill a sale.
What sellers should check before listing
- Which parts of the home carry certificates. Roofs, additions, and remodels done at different times may each need their own documentation.
- Whether past work was certified. If you re-roofed five years ago without a WPI-8, the buyer's insurer may require a WPI-8E — the completed-construction certificate — before binding coverage.
- Whether the paperwork matches the permits. Mismatches between permit records and certificates surface in due diligence and take weeks to fix.
No certificate? You still have options
Completed construction can be certified after the fact through the WPI-8E process: an engineer reviews the work, documents what was installed, and submits a compliance evaluation to TDI. It costs more than inspecting during construction — completed-construction certification carries a surcharge — and it requires that the work can be verified. If documentation is missing, the engineer may need invasive inspection or record lookups.
The earlier you start, the smoother the closing. WPI-8E turnaround is typically longer than a standard WPI-8, so begin the moment you decide to list, not the week before closing.
