Why the SH 146 line matters
Most of Harris County is inland — but its southeastern edge is coastal Texas. TDI’s designated catastrophe area for Harris County covers that southeastern portion, the corridor east of SH 146 where Galveston Bay meets the ship channel: Seabrook, La Porte, Morgan’s Point, the bayfront edges of Pasadena, and Baytown. Properties inside the designated area follow the same rules as Galveston County next door: no certificate, no TWIA windstorm coverage. Properties just outside the line do not — which is why we verify the exact address before quoting.
Do structures in this corridor really need certification?
Yes — when they are inside the designated boundary. Homes and commercial buildings in Seabrook, La Porte, and Baytown within the designated area need a WPI-8 (or WPI-8E for finished work) for new roofs, additions, and remodels, exactly like Galveston or Brazoria County. Lenders financing bayfront properties require windstorm coverage, and TWIA requires the certificate — so a missing WPI-8 can stall a sale anywhere along the corridor.
What we do along the corridor
For property owners and contractors east of 146, we provide the full windstorm program:
- Address verification against TDI designated-area records — free, before you spend anything.
- WPI-8 appointments and staged inspections for re-roofs, additions, and new construction.
- Retroactive WPI-8E evaluations for finished work that was never certified.
- Rush service — 5 days to TDI submission with next-day inspection — for closing and renewal deadlines.
Scheduling and pricing
Residential re-roof certification starts at $500 plus about $0.12 per square foot, with new construction from $1,000; commercial projects start at $800. Standard turnaround is about 14 days from deposit to TDI submission. Call the corridor line at (281) 528-4098 with the property address and we will confirm whether it is inside the designated area and quote the project on the spot.
